"All persons have a right to educational experiences
that challenge the level of their individual development whether it is below,
at, or beyond the level of the grade they are
in or that of their peers.
Anything less is to waste human potential, to
impede the progress of individuals and our society, and to misuse the principles
of democracy.
We who care about children must demand equity for all learners,
even those who do not fit the system as it now operates; even those whom we call
gifted."
